SP 53438: The "Browse for more pictures" link in the User Accounts applet does not work

Symptom: When you click the “Browse for more pictures” link in the User Accounts applet, nothing happens, or an error message may appear.
Error Message: “The page cannot be displayed. The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings.”
Resolution: This change will examine the system registry and modify the settings to enable the “Browse for more pictures” link in the User Accounts applet.
